Why temple areas in Siem Reap government do not allow to build new house or to stay around ?

Since 1962 Cambodia King Norou Doum Sihak Nouk sign with UNESCO to make one other Organization to control land area of temples in Siem Reap we call "APSARA National Authority ". 
The APSARA device zone to lead area of people living in Cambodia Siem Reap by 5 zones as bellow:

1) Zone 1 the temple areas APSARA do not allow people to live and build house around if they are living on existing village or existing house they can keep the same situation , do not rebuild any part more bigger if they try to build or rebuild APSARA will deduct them, if you have many child in the village they can offer the existing house to the oldest child only, for other child APSARA give land outside of zone controlling to build new house and to make farming for enough living style.

2) Zone 2  near the temples areas APSARA do not allow people to own their property land can not buy and sale that land , they can build and rebuild but need to process document to APSARA waiting for 30 days for approval.

3) Zone 3 Siem Reap property land in zone 3 allow to sale and buy and business on the land but Apsara control constructing build with the floor can not up from the land 7 floors and can not down  7 floors.

4) Zone 4 & Zone 5  people can sale , buy build and business on the land without process to APSARA only government low.
